Hello,
Try this 1
Try to format the drive from the "Disk Management".
Click on Start --> Run --> Type diskmgmt.msc and press Enter.
"Disk Management" will be opened.
Now right-click on your drive --> Select format and follow the instructions.
OR
Try formatting your pen drive using the "HP USB Disk Storage Format Tool".
Click on the below link and download the file.

Try this 1
Try to format it from the "Command Prompt".
Click on Start --> Run --> Type cmd and press Enter.
"Command Prompt" will be opened. Here I assume your pen drive letter as g
Now enter the below command.
format /x /q g: ---> Press Enter.
If the problem still exists then enter the command as
format /x /q /FS:FAT32 g: ---> Press Enter.
