Format from Windows 7 to XP

I tried to format window 7 to xp but i can't format window 7 completely, please give some advice.

Good Morning,

When you say you cannot format completely, what happens? If you are trying to complete these task from the inside the OS, you wil not be able to complete it, as the OS cannot format itself and still run!

You are running from DOS prompt, yes? Please post back.
