There are two possibilities
You can purchase a CD disk lens cleaner and play it; they can be purchased at any audio store and they are affordable, or
You must take out the DVD player, take it apart and clean the lens with a soft cloth.

It seems its the default settings in moviemaker 7 that is burning the DVD that does not play in DVD PLAYER, but it plays only in computer. I wish the Windows Moviemaker experts would give there input. Tho I used a cyberLink DVD Suite that was installed on my HP DESKTOP, to Burn a DVD and it worked in my DVD Player. Am trying to avoid two process, when in the Past I could Burn a DVD in Moviemaker XP.
