HP Monitor Does Not Display

So my mom's HP monitor is connected via VGA. It's an LCD monitor from '07. Recently I've heard her complain that her monitor has been shutting off spontaneously. Now, it won't display at all. I'm thinking it's dying, however I noticed that when I turn off the screen and turn it back on the monitor displays the correct screen for half a second.

I tried all connections. I've swapped out the VGA cords and tried using another monitor with the same VGA. The other monitor works just fine. I've dusted the hardware components. The video card is integrated so there isn't much fiddling with that.

Is there anything I'm missing before we get a new monitor?

I agree your monitor looks like it's failed.
