Toshiba Startup Repair Window opens and never closes

When I turn my toshiba laptop on.
My NUM LOCK key always has a green light (is on). My computer screen has the message

Windows Error Recovery...
...
Launch Startup Repair
Start Windows Normally
...


If I click on Launch Startup Repair, then a Startup Repair Window opens and never closes
If I click on Start Windows Normally then my screen becomes and stays black.

Either way, I am unable to get onto my screen page/internet etc..

This happens when ever I shut my computer off.

What do I do?

I suggest you take the laptop to a local repair shop. This looks like a hardware problem that needs hands-on access to diagnose.
