Well, first of all, get a pc based phone emulator, connect a phone line and dial it.
It won't go through internet, though. It will ride on dialtone, so you had better have a modem.
Let us take a moment to discuss the transport carriers in this situation:
Destination:mobile Carrier - RF/Microwave based TRANSMITTED FROM A PHYSICAL LOCATION OR TOWER being routed BY A PHONE NUMBER (WORLD WIDE STANDARDIZED DIAL PLAN), receives/ and transmits digitized analog data in the form of a stream.
Source:PC connected to internet b[e]ing routed by an IP address, transmitting digital data in the form of packets.
You need a platform that wil convert your stream to a packet: VOIP!
Skype does it, for a price.
