As for theme, not certain what you mean. I can take a picture and use it for my welcome screen, now I have just changed my theme, if you ask me.
As for application, pick a platform. Get an SDK.

I am certain that your mobiles manufacturer has a preferred platform. It probably will even provide you with a fre download for creating and compiling your own app. Look into it!
