Hello,
are we talking about third party software which claims to speed up your PC?
in my opinion i believe the key to a speedy PC is to run housekeeping tools such as disk cleanup and disk defragment.
never download software you're unsure of as you end up with malware/adware/spyware.
clear out temp files and uninstall unwanted programs.
also, having sufficient RAM (memory) and a good processor helps.
You can also use MSCONFIG (Start > run > MSCONFIG > press OK)
Under "Startup" tab you can select what starts up when the computer first turns on to get a quick bootup.
one tool i do recommend is CCleaner, and you can get it from here: https://ccm.net/downloads/security-and-maintenance/4555-ccleaner/#q=ccleaner&cur=1&url=%2F
