Sorry sir, no such animal for FREE. You can do pc to pc with skype, but IP to TDM/CDMA cost money.
Sorry, it cannot be done for free!

Once again, you are correct, skype premium allows to TDM/CDMA lines, not the free version. My skype says, call to mobile, and you click on it, and it sends you to the Premium sign up.

Clearly you should understand IP to IP , no conversion, no real cost of processing.

IP to TDM/CDMA has to use processing to find a tower. Someone has to pay for that access to the tower. SOmeone has to pay for the hardware in the rack that is converting from IP to the necesary protocol to be communicated on the mobile network. Once again, not free.

The skype download isneeded as a client on the mobile, so make certain you have that one too....

Does it ride on the cdma network, or use wifi?
