CPU Not Turning On

Lately my desktop has been running really loud, even when nothing really is running. I was playing Watchdogs and the computer completely turned off on me. It will not turn back on. I'm not sure if the power supply is bad or what may have caused the computer to turn off. What are some possible causes that may have caused this along with solutions. I appreciate any help!
UPDATE: I bought a Corsair CX750M PSU just to see if it would work and it still will not turn on. When I press the power button, the fans flutter for less than a second but then stops and it does not power on. Any other insight on this issue would be greatly appreciated! Thanks in advance.
I have a Rosewill Ranger Gaming Tower, MSI 970A-G46 Motherboard, HIS IceQ X H687QN1G2M Video card, AMD FX-8120 Zambezi 8-Core processor.

Hi there,
It sounds to me that the motherboard may have been damaged. I would say that the PC may have suffered an electric damage from failed PSU. Could you disconnect everything except the CPU, a stick of RAM, the PSU and the power switch. Try to power on. Is there any change? Is there a green light on the motherboard? Which fan is spinning, the CPU fan or the PSU, or both?
