bluethooth connections Closed

Question

Hello, 
hi guys 
i need help im using a laptop toshiba c660 windows 7 I used to connect my phone as a modem via bluetooth but now it just give a message says connection failed , I tried to reboot many times but it does'nt help. I tried to check at device manager to see if is the problem of drivers , all drivers are uptodate 

please can you help me to resolve the problem

Configuration: Windows Vista / Chrome 38.0.2125.111

step 1- go to devices and printers in the control panel
step 2-remove the phone(bluetooth) if that is available there(when not connected)
step 3-if not available there please search for the device in the bluetooth device and pair with the device to get access

yes it can pair with anothe phone even with my laptop bluetooth , but it can't connect as a modem it always says connection failed
