I know the answer so here it is.

  1. Turn on both devices
  2. Connect to WiFi on your computer
  3. Connect the ethernet cable to both devices
  4. Click your WiFi icon on your computer
  5. Click Network & Internet settings
  6. Click Change adapter options
  7. Hold the ctrl key then click Ethernet and WiFi release the ctrl key right click then click Bridge Connections
  8. Close the Network Connections window
  9. On the Network & Internet settings window that should be up click Network and Sharing Center
  10. Click Change advanced sharing settings
  11. Click Turn on network discovery
  12. Make sure the box under it is checked that releases the dns data for your connection
  13. Click the back button
  14. Click Media streaming options
  15. Click all Media sharing​​​​​​​
  16. This screen gives you access to the devices connected on your network
