Every time I want to install a program, windows installer keeps popping up not working.

it could be the installer service
or your antivirus
or a malware
try system restore
if still not working
boot your system in safe mode with networking
try installing the software then (hitman pro ,trojan remover,malwarebytes )
otherwise have to work onto the installer service
system restore could really help
