My HP laptop will not boot and starts restarting Closed

Question

My HP laptop will not boot and starts restarting.
The Start Windows Normally/Safe Mode screen comes but it automatically tries to restart. The booting service fails

It's probably a hardware error either in the motherboard or the hard drive.  A PC tech will need "hands-on" access to diagnose the problem.

What you are saying is correct. I guess it would be extremely difficult to predict a solution without a hands on approach.
