I have windows 7 in my PC. But it is not starting due to some problem. After the LOGO disappears it restarts automatically and gives option to start windows normally or launch start up repair. I tried to repair startup but it didn't found anything and said to restore system but failed to initialize. This happens on safe mode also is it hard disk problem? How can I solve it without hardware change? Please help me.

You probably have a hard disk error that is preventing any recovery. I suggest you have a local repair shop do a diagnostic evaluation.
