my toshiba will not boot up. When I hold the "0" button down when starting it will go to a boot up page and or reformatting the hard drive. I've tried both selections and it will only go to 9% and then error box comes up.

You probably have a hard disk error that is preventing any recovery. I suggest you have a local repair shop do a diagnostic evaluation.
