Cannot get this to connect

Hello,

I bought this headset "Logitech Bluetooth Cordless Headset For Skype &Mobile Phones" for my boyfriend. he cannot get it to connect when he hooks it to the comp. How does he go about finding out if his comp is bluetooth compatible & get it to connect
Here is all the info on the headset we have also tried going to the logitech website & wasn't able to navigate well in there & got frustrated =(
