Icons disappear when start up

Hello,

We had a power failure and after that the computer start up and ask if you want windows to start normally if you click that the computer start up with the windows picture as normal , but after that it only show the mice and nothing else. There is no icons nothing and cont/alt/ delete does not work, you have to put the power off and on and then the same process repeat itself.
