Desktop icons and startup menu gone

I turned on my computer after a power outage, and all that is showing on my monitor is my wallpaper. I have clicked on view and my show icons is check marked and I have ctrl alt delete, and my monitor just goes black. If I hit the enter button, my desktop with the wallpaper is back. Can anyone help me?

press Ctrl+Shift+Del to go to task manager.
select New task, type explorer and click OK.
this should fix your problem.
Thank you so much for your advice. I did the Ctrl Alt Delete, and my monitor would just go black. I would press enter and my desk top would come back, with just my wallpaper. Upon further investigation, I discovered that when I thought I was turning off my computer and then turning it on, it would go to Restart Windows, so I turned off my computer by pressing the power button 4 times, and each time holding it for 10 seconds. After I was sure it was completely shut down, and not in a power saver mode, I turned it on and, then every thing was back to normal. I do not understand what mode it was in after the power failure, but am relieved to have things back to normal.
