is there a free bluetooth download available for and compatible with windows 8

Do you have a bluetooth device? If you do, then the software will already be there. Bluetooth require a bluetooth transmitter and receiver. Typically your hardware will already have a controlling software suite/driver that the OS will recognize and use.
