Recovery partition in toshiba satalite pro l450 12x

Hello, im wishing to know ,i bought a toshiba laptop ^ with built in recovery partition is it possibly some one as stole, the recovery partition oh and on delivery the windows xp disc didnt arrive either at the time i had just lost my mother and was losing my only sister,R.I.P BOTH OF THEM.so checking the contents didnt happen as my head was not good meaning i cant claim for it because when i noticed it gone claim times were out of date i still have receipts for it and box it came in. so hard to get toshiba to converse in fact im still trying to get into my toshiba nplaces 4 and a half years on lol still got it but win 7 wont come on?any help much appreciated. thanks
