Computer get restart again and again and again

Hello,
my computer get restart again and again and again ,,, and give me blue TV when it restart
and some one told me to get new windows , i already did it 3 times ,, but it doesn't matter cuz its other problem i think ,, so if u can help me ... and sometimes my PC dont restart but just stuck and stun and make a bad voice in the handfree

This is one sick computer. Perhaps a local PC repair shop can help you. One needs "hands on" access to diagnosis this type of problem.
