It sounds like your PC has booted to safe mode.
if explorer doesnt load then do a CTRL ALT DEL and go to task manager.
then File > Run and type MSCONFIG
If it is working then click Start > Run
Click "Normal mode" and then go to the "boot" tab.
ensure that safe mode is unticked.
If at first you don't succeed; call it version 1.0
