Black screen with just cursor

Hello everyone,
So, here is my problem. I boot into windows normally, it is a smooth sailing till logon screen. But the real trouble starts after the loading screen when i just get a cursor on a black screen and nothing else. Ctrl+Del+Alt and Ctrl+Shift+Esc seen to be unresponsive at first but become responsive after 2-3 minutes. I can boot into windows safe mode as normal. Something which i noticed was that after inspecting Task manager in normal mode, i observed only 3 services running csrss.exe winlogon.exe and taskmgr.exe .
I did a hell lot of research in the safe mode and tried every bit of solution i came across. I did checked my explorer and userinit registry entries and they were fine. I also ran a virus scan but nothing there too. I tried displaying my video driver thinking that there might be some problem in it and windows will use its default driver but still no luck. I tried disabling all startup services except windows to find out if there was any service causing this but still no luck.
Please someone help me. Any help is appreciated. Thank you a lot in advance.
A little edit over here: I observed that after 5-6 minutes, explorer process comes up along with some process like dwm but the screen is still black with a cursor.
