I have read the forum for rebooting HP laptop with Vista by pressing f8 and starting in safe mode. But then what do I do?

I have an HP Pavilion laptop. I recently downloaded Norton Security with Backup and boot problems began. It could just be a coincidence. I read in this forum to press f8 repeatedly to get Safe Mode. I then did System Restore to an earlier date. It worked. I do not know what will happen when I try to restart the laptop. However, after Windows loads I get the Error Message that I wrote in the previous message.

Is this the error message?
"boots but an error message comes up
Error Loading
C:\Users\owner\AppData\Local\TB\APISupport\APISupport.dll"
