Unless I misunderstand the question...
The display as a percentage is handled by formatting.
The number can be manipulated in any function common in Excel.
In A1 you might put 1. (1 being 100%)
In B2 you might put =A1*.7
In C2 you might put =A1*.3
If formatted as percentages in all three cells the result should be:
A1 = 100%
B2 = 70%
C2 = 30%
