Discs in Disc Drive are "Non-Existent?"

Hi,
I have a Toshiba Satellite l755-s5256 Windows 7 laptop. The issue I'm having is that I can't get any disc to run. The disc drive appears in the device manager (TSSTcorp CDDVDW TS-L633F), and anytime I insert a disc it's obviously spinning inside. But regardless of what I put it, nothing will boot. I can't install games, watch movies, whatever. Although it's spinning, it's as if the disc does not exist. I've had to take this laptop apart multiple times to fix the power cable, clean out the dust, and attempt to fix the audio port. I recently replaced the charger as that was the reason behind the fact the battery would not charge (cable had a split in it). I had hoped the reason the disc drive wasn't working was it was simply not receiving enough power, apparently that is not the case. What is the issue, and how can I fix it?

Laptops do not like to be disassembled. It would be pure guess work to speculate what is disconnected/broken.
