PC Shutdown suddenly while loading windows

Hello,
It me, yesterday I just cleaned up my system from Dust, I put out everything from motherboard, while actually I put out the processor too. After cleaning everything, I placed back everything on board but after that my system just showing unexpected behavior, it shuts down when the system is on boot(Windows just started to load) while it also turn off when it is in BIOS.
I've checked the CPU fan and RAM both working.
PSU also working.
I'm not able to figure the problem out. kindly Help me.

Its not a good idea to disassemble a PC to clean it. It's best to blow out the dust only.

I suspect you have a problem with the CPU and/or the heat sink/ CPU cooler. I suggest you remove the CPU and clean and reapply any heat sink grease. Then carefully reseat the heat sink. If you locky that will fix the problem.
