You can try to repair Vista from the install DVD. First modify the boot order so the the PC boots form the Vista install DVD. Then reboot the PC (it will take a while to startup) and select "repair your computer".
The next screen gives you a number of options. the only two that might be useful are "startup repair" and "system restore". I would first try "system restore" and select a date and time before the problem started.

There is a procedure that will create a "Vista Recovery CD" from a working Vista computer. Everyone should create one for backup. Go to this site for instructions. https://com.com
