Click the settings app it opens then crashes

Hello,
My settings for windows 8.1 is not working.
When you click the settings app it opens then crashes, and when you try to make a new user you click add but it won't work
I'm only 12 and I'm asking anyone who can help me fix this problem

Try to enter into safe mode and check whether it works there..
To enter into safe mode-->press F8 key continuously after starting up of your pc until you got safe mode screen.

Do I hold fn or ctrl when I keep pressing f8 because f8 has a fast forward picture on the key as well
