Computer Boot Cycle Problem

Hi, so I built a computer last night and all seemed well, until I tried to turn it on. The computer doesn't post anything to the screen. The only thing it does is run the cpu and aux fans for a few seconds, then stops running them, then starts the process over again in a few seconds.
Things I have tried:
-Reset CMOS
-Reset BAT
-Use different cpu cooler/fan
-Re-seating cpu
The cpu doesn't seem to be harmed it anyway at all, nor does the cpu socket. So I can only ask: Any ideas on what is the problem at hand and/or how to fix this?
