Cannot Do Anything

Hi all.

I shut down my laptop yesterday and when I started it back up I cannot do anything with it. My desktop wallpaper shows up along with the taskbar and start menu. I cannot click on any of these programs however. There are no desktop icons and if I click on a program from the start menu it runs, but the window never opens. If I try ctrl alt del then I just get a black screen. On a side note, my screen is busted, so I am hooked up to my tv via usb. Also, when I try hitting f8 I can't see anything on my tv, so I have no clue if I can even start the thing in safe mode. Any help is greatly appreciated.
