Getting files from old PC harddrive to new PC

I have an old desktop with windows98 o/s that I can not connect to Internet, it does not recognize thumb drives. I want to get the pic files from the hard drive but it won't allow copying files to thumb drive or floppy disk. Is there a way connect a newer PC to the hard drive of the old PC and copy the files to the new PC harddrive?

The win 98 PC probably has an IDE hard drive. You might be able to find a USB hard drive enclosure that converts the hard drive. Here is one on Amazon
