Browsers (still) fail to open

Hello,

I have the same problems as mentioned in
https://ccm.net/forum/affich-650825-i-have-internet-but-browsers-won-t-work
I could not find an option to 'reply', hence a 'new question'.
I am running Windows 7 Home Premium
I went through the sequence
netsh winsock reset catalog --> Press Enter
netsh int ip reset resetlog.txt --> Press Enter.
Restart your PC

But still none of my browsers (IE, Firefox, Chrome) respond.
When I start in Safe Mode, the browsers open and connect to the Internet.
So obviously my Internet connection works.

Is there anything else I could do to get these browsers going?
Currently conected with an old PC running XP.
