Dell desktop turns off automatically

Hello,
when i start my computer then he is automatically of in 15-20 sec not more and no display show how i solw this problum?

Did your cpu fan running when you switch on your desktop and you hear any beeps?

cpu fan is not running and no beep present in then but when i unplucked DVD rom then cpu fan is running.

What about PSU fan? Did you notice that PSU fan running good constantly or it stops after few seconds?
