Power interruption as a result my desktop went off

Pls help me out. I was trying to install xampp on my desktop when suddenly there was power interruption as a result my desktop went off. Each time i try booting the system it will boot and display the logo and after that it will restart again prompting me to select an option; safe mode, command prompt, networking or normal. each time i select an option the system will only boot to the same level and restart again. Please is this a software or hardware problem and how can i solve it please?

Hello

When the power came back on, there was probably a power surge which damaged your motherboard.

I strongly suggest you consult a technician.
