Laptop wont boot up

Hello,
i have a packard bell laptop that wont start up, when I press the power button the lights turn on but the fan and hard drive dont kick in and I just get a black screen. it also wont turn off by pressing the power button can anyone help

Perhaps that the residual flea power must be drained.
