So we don't repeat ourselves and waste your time and ours, what are the steps you have tried.

After plugging in the device, go to device manager (In run type "devmgmt.msc") In Device manager go to "Universal serial bus controllers" It should list the storage devices that you have connected to your PC. Right click and then click "Uninstall. Remove the USB drive and restart your system.
Try connecting the device again

Try this:
# Download USB Fix
The numbers of analyzed and infected elements are displayed.
# Copy/paste the report here.

# Download USB Fix
- Launch it, a shortcut will be created on your desktop.
- Choose "Clean" option.
- A pop-up will follow
Connect all your external data sources to your PC (Usb keys, sd cards external drives, etc...) - Once you're ready, click "OK".
- While cleaning, you will lose access to your desktop, but this is normal.
The numbers of analyzed and infected elements are displayed.

Hi
There are no doubt items that were transferred on that USB which are malicious, in the form of a worm. It is often the case when a Pen drive is used on another unsafe computer or being on Internet while the USB is connected.
The fact that internet stops and you can't work disk management is indicative of such issue.
USB Fix which I recommended to you is the most advanced tool to rid usb malware, if it did not fix it, nothing will.
I suggest that you only can find where your usb got corrupted. I also suggest that you do not try to run the same usb on onother computer as it may infect it.
Best regards
