Usb and memory card security tag

Hello,
when i try to read these i get a message saying i dont have permission to access these, it says to continue i have to use the security tag. can you please help?

Hello Den,

Are you logged in as an administrator to your PC? I ask you this because, the most probable reason you have been unable to access the external devices is that the peripheral slots have been restricted by an administrator. Please, make sure you are logged as the owner of the PC and not as a guest.

Ive checked in account settigs it says I am the administrator. But i have also noticed that the right click option for run as administrator is missing. How can i ensure that i really am loged in as administrator? When the block comes up to stop me seeing the pen drives and memory card it shows the windows blue and yellow shield. i get the option to enter security tab but all i the get is the properies box
