Java download

Hello, I have tried several times, since doing a recovery, to dowload Java....and each time I get an error message 25099, which they do not seem to know what it is, I tried to do the install off line and on line. neither will download,,,something is missing or blocking it from downloading. I am getting to the point to do a complete clean and start all over, since so many things are not working right. Although on the whole most, I would say 90% of my puter is working OK.
