Windows restarting

Hello,
I recently did a stupid thing i guess , i will start with the beginig telling everything i did ... Today i run the defragmenter program for hard C ( only one hard disk ,40 GB ) then everything good , i instaled utorrent to downloas empire earth , o download the gold edition GOG from tpb.host .. After downloadind it has an error , couldn't be download entirely and then when i opened de folder with the game it and tryed to stop utorrent it stoped working,stop working like a crash ... Then a restarted pc by keep pressing the button on/off , when i started the pc it show me start normaly , start safe , the 4 option when it has a problem ... Press start normal , when it show the loading page , a blue page witj white letter show up for 1 sec and restart , it keep doing this on and on no matter what option i choose to start ... Please i need some help , sorry for my bag english i am romanian . if you need more details i will give
