Dell laptop will not boot

My laptop of Dell make is switching on but nothing change on screen execpt Dell-logo keeps blinking.In shrt it does not boot up and start off. Apart from the logo there is a rectangular blue bar and also -"F2 Setup and F12 boot options"but nothing happens even by pressing F2 and F12.kindly help.

cAN YOU RUN THE DELL DIAGNOSTICS by pressing F11?
