Can i use one pc with two monitors with two users different apps

Hi guys,

I have a doubt, I have one pc with 2 monitors with 2 sets of keyboard and mouse.

Here i have to know can i use one pc with 2 different users with different application can use.

Note: I dont want any 3rd party softwares and N-Computing Device.
