Changing a picture changes everything

Hello,
My gmail account has been disabled ever since I tried to change my picture. If I understand what happened correctly this is what it said when I tried to change my picture: In order to change my picture I have to get a Google account. I tried to get a Google account and, as it said, you have to be 13. I put in my actual age, which is lower than 13. All of the sudden, when I try to log into my gmail account it is disabled because apparently I am not old enough. Please answer by my email address.
