My samsung R540 turns on then after a couple seconds it turns of

It appears that the BIOS is detecting a hardware error and aborting the boot process. It's possible you will need to replace the motherboard.

I opened it and the hard drive has two dots one is red the other looks like it is turning same

you can not replace the motherboard yourself.

I suggest you have a local PC repair sho-p take a look at the computer.
