Hello santo,
Have you tried deleting the SD card volume in the Disk management menu?
By “using cmd” are you talking about the DISKPART command in the Command prompt? If yes, then I would suggest you to try with a data recovery program. Most of them have the option for full erase of the targeted storage and are able to format the SD card too.
Also, you could try to erase the SD card through the Live distribution of Ubuntu.
If the card is unable to be formated in any way, it could be failing and if it's new, you have to return it to the merchant.
