Hi Sarah,
Do you mean the Start Menu bar? None of the installed application work? Are you using the PC as an Administrator? If not, you may not have permission to run some programs. Have you checked if the internet browsers are working normally? Can you attach a screenshot in order to give us some details about the issue?
In general, if you were using the PC with another Windows version and you have installed Windows 10 over it, you need to reinstall all software.
