Preparing automatic repair loop

Hello,
I have a dell laptop running win10 until recently it shut down an now I have this message stating preparing automatic repair. I have a Windows 7 disk that I would like to install for my os. However I cannot get to boot from CD ROM
HELP PLEASE

When you boot it up, press F12. That should prompt you for a boot device!
