Hi CB,
Connect your external drive and open Disk Management. Check if the drive is listed there. When you right click it, you should have the option to assign a drive letter. Select a letter you like and that is not in use or reserved. Changing the drive letter does not affect the stored data, so you need not worry about that.

Another thing to try: open Control Panel and the Power Saving Options. Make sure you have the High Performance plan selected.
