Hi Chafink,
I presume you have been trying to restore the explorer.exe process by using the Task Manager, right? It is a good method to bring back all the missing icons and task bar. Unfortunately, if it is not working, you may need to look for another solution. There may be a booting problem with your PC. I would use a Windows installation drive and boot form it. Select the Repair option. It may solve some minor issues without harming your data. After the process is completed, restart the PC and try to boot again.
Have you tried booting in Safe Mode?
